Hi, I'm new to reloading.   
I just bought and set up a Lee single stage press.
I cleaned up some FC brass that somebody gave me.
I started decapping and resizing them.
After resizing the brass it is less than the 1.75 inches that the recipes call for. Are these cases "shot out" and should I dump them?
When I resize some of my own once-fired brass they all come out longer than the 1.75.
Please help.

No, they are fine.  The "trim to " length in most reloading guides is 1.75. 

However, the SAAMI specs are 1.76 max, with a 1.74 minimum. (On the spec it reads "1.760-.020 (44.70mm-0.51)".

Not all brass is created equal.
